Be it enacted, etc., as follows: SECTION 1. The board of cattle commissioners is hereby abolished. SECTION 2. A bureau of the state board of agriculture is hereby created, to be known as the cattle bureau of the state board of agriculture. SECTION 3. The governor shall annually appoint a chief of the cattle bureau of the state board of agriculture, who shall have the powers and perform the duties heretofore conferred and imposed upon the board of cattle commissioners: provided, that no orders or regulations made by him under authority of sections four and seven of chapter ninety of the Revised Laws shall take effect until approved by the governor and council. His appointment shall be confirmed by the executive council. He shall make a written report on or before the tenth days of January and July in each year to the state board of agriculture, and the board shall include an abstract of his reports in its annual report to the general court. He shall receive an annual salary of eighteen hundred dollars and the amount of his necessary expenses, and may appoint a clerk at a salary of twelve hundred dollars a year. SECTION 4.
