It was expected that substantial progress would have been made

The completion of the work was delayed with the result that Total Estimate
expenditure, which it was thought would have fallen upon Expenditure to 31st March 1906
the previous year, became chargeable to the one now under
notice.

been expected, the charge falling on this year being correspondingly reduced. There is also a slight saving on the total Estimate.
