EXPLANATION of the Causes of Variation between Expenditure and Grant. Sub-Head A.—Savings were effected in consequence of delay in the appointment of a temporary Assistant Commissioner, by changes consequent on the retirement of a First Class Clerk at the maximum salary of his class, by an Assistant Clerkship remaining unfilled for 6 months, and by a portion of the Vote for Charwomen and Extra Servants remaining unexpended.

These savings were reduced by the payment of extra remuneration for taxing Bills of Costs, by the grant of special increments to two Second Division Clerks, and by excesses on the grants for Shorthand and for Copying and Drafting.

Sub-Head B --- The saving on this Sub-Head is due mainly to the fact that certain payments were made out of the Vote for the year 1904–5, which it had been anticipated would fall upon the Vote for the year 1905-6.

Sub-Head C.- This Sub-Head was over-estimated.

Mr. A. K. Kennedy Purvis, a First Class Clerk, received the sum of 801. for taxing Bills of Costs.

EXTRA RECEIPTS.—This Sub-Head comprises the repayments made by Councils of Counties and Boroughs of a proportion of the expenditure incurred in connection with Inquiries under the Charity Inquiries (Expenses) Act 1892. No certain Estimate can be made, inasmuch as the Commissioners are possessed of no power to compel a repayment within any given time.

The Surplus of 311. 11s. 8d., shown on the Account of the Vote "Charity Commission,” for the year ended 31st March 1905, has been surrendered.
