STATE OF THE QUESTION IN DEBATE.
S the author designs, in the course of the
strictures on Mr. TAPPAN's letters, he thinks it proper to state the question in this section. For, if the reader do not understand the nature of the question in debate, he cannot examine the justice of the strictures.
