been abolished by the Order of Council; and it need scarcely be remarked, how great a proportion of the whole traffic was deftined for their fupply. Before the American war, the Dutch used to carry, in their own bottoms, from Africa to Guiana, ten thousand negroes annually; and it is proved, by papers laid before Parliament, but which, we believe, have not yet been printed, that this importation was greatly increased during the last war, when thofe poffeffions were in the hands of Great Britain. It is certainly not overrating its present amount, to estimate the yearly supply of negroes carried to our conquered colonies at fifteen thousand, about one half the fupply of our own islands, which is the fubject of the abolition queftion. The deftruction of this great branch of the flave trade, therefore, is an affair of infinite importance, confidered in itself. But its confequences upon the general queftion are scarcely lefs material. Our Government has given a proof that it holds the traffic in abhorrence, by abolishing the only branch which is under its power, without confulting the pretended rights of the Weft Indian body: and, so long at least as the war continues, an opportunity is afforded to the Guiana planters, of fhewing how futile all the clamour has been, about the neceffity of the African trade to the exiftence of the colonies. It is no lefs important in another view, that the investment of capital should be prevented, which has uniformly been the confequence of fuch conquefts, and has proved so detrimental both to the mother country and the old fettlements, at the restoration of peace. This investment could only be accomplished by means of the flave trade; as we have formerly had occafion to explain.

There is only one part of the Order in Council which fomewhat impairs the general fatisfaction we derive from it. We allude to the provifion refpecting licenfes. A door is certainly left open for the continuation of the trade, though on a very narrow fcale, and under restraints which there is every care taken to have rigorously enforced. We could perhaps have wished, that the meafure had been abfolute and unaccommodating; yet it is fair, at the fame time, to confider, that fo long as the Legislature permits an unlimited flave trade to flourish in our own iflands, the difficulty of totally preventing it in the conquered fettlements must be extreme; and that fome fuch permiffion as we have just now alluded to, may have been deemed the best method of preventing a contraband flave trade in Guiana from rifing out of the regular traffic carried on for the fupply of the British planters. We trust, however, that the Minifters who have effected this great change, will be vigilant in fuperintending its execution; and thus prove, that the imperfection which they have left in their measure, was only a neceflary confequence of Parliament having hitherto refused to take its fhare in the work.
