Woodin, the Auburn Railway Company, in the matter of delinquency in quarterly reports.

The Secretary submitted additional replies to citations. Ordered that letters as dictated, copies of which are on file, be sent.

Ordered that letter as dictated, copy of which is on file, be sent to W. E. Griggs, receiver Chautauqua Lake Railway Company, relative to the condition of road, as shown by an inspection. Also, a copy of the letter to Mr. Griggs to Mr. Holmes.

The Board met at the Chamber of Commerce, New York city, and gave further hearing on the application of the Harlem Bridge, Morrisania and Fordham Railroad Company, for approval of a change of motive power to electricity. Augustus Hutchins, John H. Wise and others appeared for the company. Arthur C. Butts and Charles S. Simpson appeared for contesting property owners.

The Secretary submitted the accumulated business, under the rule, as follows: Application of the Auburn Street Railway Company for designation of paper in which to advertise the notice of the meeting of the stockholders called to vote upon the proposition to increase the capital stock. The Secretary submitted the accumulated business, under the rule, as follows: Letter of W. F. Halsted, general manager of the Delaware, Lackawanna and Western Railroad Company, relative to the condition of Engineer Shriver, injured in the Groveland accident. Referred to Commissioner Rogers.

The Secretary submitted the information orally given the Board by Hon. Hamilton Harris, that he had advised the Boston and Albany, and the New York Central and Hudson River Railroad Companies to build the foot approach to bridge over tracks on Broadway at Partition street, Greenbush.

Ordered that Secretary inform the village board of Greenbush that information had been lodged with the Board that the person to whom the matter had been referred by the two roads had advised the building of foot bridge desired, and expected authority to order the beginning of the work in a day or two.

Letter of George D. Chapman, receiver of the Lackawanna and Southwestern Railroad Company, in answer to complaint of residents of Angelica. Ordered filled.

Ordered that letter relative to accident at East Buffalo, February 27 (collision between Lehigh Valley train and New York, Lake Erie and Western railroad train), as dietated, copy of which is on file, be sent.

Ordered that the determination of the Board, relative to the accident on the Delaware, Lackawanna and Western Railroad, at Groveland, be adopted and issued. The Board adjourned until Monday, March 30th, 1891, 2 P. M.

The Board heard Gen. H. W. Slocum in the matter of the application of the Coney Island and Brooklyn Railroad Company for change of motive power on part of its route. Ordered that hearing be set down for Wednesday 8th, 1891, at 12 M., at Chamber of Commerce, New York city, and that the same be advertised.

The Board also heard Lucien Barnes, relative to improved car coupler.

Commissioner Rickard submitted a report, in the matter of Residents of Village of Forks against the New York Central and Hudson River Railroad Company. Adopted after amendments. Ordered issued.

Letter of J. M. Toucey and C. M. Depew, New York Central and Hudson River Railroad Company, relative to Board's recommendations in matter of tunnel accident. Ordered that Secretary telegraph C. M. Depew and that letter to J. M. Toucey as dictated, copy of which is on file, be sent.

Letter of Sullivan & Nunan, being reply to answer of Buffalo, Rochester and Pittsburg Bailroad Company. Ordered that letter, copy of which is on file, be sent.

The Board, in company with C. M. Depew, J. M. Toucey, general manager, and other officials of the New York Central and Hudson River Railroad Company, inspected the tunnel on the Fourth Avenue Extension and modifled the order with regard to speed upon certain safeguards being adopted.

Letters of D. P. Ketcham, relative to failure of New York and Massachusetts Railroad Company to maintain its fences, Ordered that Secretary inform complainant that section 44, chapter 140, Laws of 1850 and sections 8 and 9, chapter 282, Laws of 1854, require the railroad company to keep its fences in suitable and sufficient repair to prevent cattle from straying upon the road. The Board has notified the company of its failure. Also letter to road asking why it does not keep its fences in the repair required by abovenamed laws.

Letter of Thomas E. Pearsall, with accompanying papers as to issue of bonds by the Brooklyn and Rockaway Beach Railroad Company. Ordered filed.

The Board on arrival in New York city, proceeded to examine that part of the route of the Coney Island and Brooklyn Railroad Company on which a change of motive power is applied for.

At 12 M. Bourd sat in hearing of the application at the Chamber of Commerce.
Board took a recess to 2 P. M.

After recess. Board again in session. All present.

Commissioner Rogers submitted a report in the matter of the accident just east of East Buffalo, February 27, 1891, between Erie engine 233 and Lehigh Valley train 25. Adopted and ordered printed and issued.

The Board heard Counselor Dykman and General Slocum, representing the Coney Island and Brooklyn Railroad Company in the matter of its application for change of motive to electricity on a portion of its route.

Assistant Corporation Counsel Salmon, and President of the Park Department Brower, appeared in opposition. The hearing was concluded and briefs are to be submitted. The Board adjourned until Tuesday, April 14th, 1891.

The Board met pursuant to adjournment. All present.

The minutes of the last meeting were read and approved.

The Secretary submitted the accumulated business under the rule, as follows: Briefs in the matter of the application of the Coney Island and Brooklyn Railroad Company for a change of motive power on a portion of its route. Ordered filed.

Application of the Atlantic Avenue Railroad Company for permission to change its motive power on Fourteenth street, Seventh avenue, etc. Ordered that hearing on the same be set down for April 22d, 11 A. M., and the same be advertised.

Application of the Sixth Avenue Railroad Company for permission to increase its capital stock from $1,500,000 to $2,000,000. Granted and ordered issued.

Slocum, relative to application of Coney Island and Brooklyn Railroad Company for a change of motive power. Ordered hearing be set down in Chamber of Commerce, city of Brooklyn, April 23d, 1891, 10 A. M.

Ordered that letter to Almet F. Jenks, corporation counsel of Brooklyn, as dictated, copy of which is on file, be sent.

Also letter to William Richardson, relative to increase of stock, as dictated, be sent. Also to Attorney-General, relative to Amsterdam Street Railroad Company, as dictated, copy of which is on file, be sent.

The Secretary submitted the unfinished business, under the rule as follows: Petition from citizens of Binghamton asking for a bridge over Chenango street crossing. Ordered usual course.

Letter of W. H. Wells, postmaster of Brasher Falls, relative to rumored change of name of station. Ordered that Secretary write that no such petition has been received. Application Buffalo Railway Company for permission to change its motive power on Main street, Buffalo. Ordered that Secretary write that it is the practice of the Board to require the company seeking a change of power to present a certificate duly verified that it has a majority of consents of property owners abutting, giving total aggregate of valuation of consents, and if Board is advised that it has that, Secretary set down May 5th, 10 A. M. for hearing, and insert advertisements to that effect.
