Complaint of Lorenzo Morris, relative to certain alleged offenses by the Lake Shore and Michigan Southern, the Western New York and Pennsylvania and the New York, Chicago and St. Louis Railroad Companies. Ordered that Secretary write that the Board does not consider complaints of a single individual with regard to a considerable number of rade crossings covering a wide territory. If he were to present a complaint signed by local authorities, or a considerable number of citizens of the vicinities, the Board would consider it.
