It would gratifythe public confiderably, as it would tend to the more regular diftribution of juftice, if fome indulgence, in the nature of protections, were allowed to bankrupt magiftrates, to enable them to pursue their official functions, without being liable to the impolite intrufions of bailiffs. 'Tis rather contradictory in the civil code, that juflice, fhould interrupt juftice. On Sunday, a férmon was preached in the parish church of St. Nicholas Befides the reverend preacher, the company confifted of the clerk, the fexton and his wife, and two plaiflerers, who were candidates for lime washing the holy place. If we are to judge of the numbers, or the piety of the members of the English faith, in this city, by the way they attend divine fervice, they must appear either very few, or very ungodly. Propofals and plans for converting the Irith, have arrived in this city; they have been drawn up and formed by a board of apoftles in Manchester, who are building fixteen travelling pulpits, on Mr. Latouche's plan. In fuch counties as are hoftile to the gofpel, where martyrdom might be the confequence of the perverfe character of the Irish, eight pulpits are to be ufed, each filled with a military faint, who to protect himself during his miffion, is to have a Cooper of loaded blunderbuffes, at his feet, to be reforted to in any emergency, where the arms of grace are not adequate to the fuppreflion of idolatry. The Major, Biblemouth, Jugfmeller, and other confidential fervants in the church and state, had the honor of partaking of a love feaft with Mr. Kent, the preacher. Mr. Latouche, who was prefent, was greatly charmed with an account of the converfion of Jugfneller; his experience, his ftruggles with Satan, and the fubfequent repofe of his foul and body in the triumph over the flesh, fince his call from the fhuttle to the police. The Bishop of Glafs is indefatigable in purfuit of his improvements. The Rev. Mr. K-- whofe tasle for hanging matches, we noticed in former publications, was highly entertained in the county of W——, a few days ago, at the execution of two Shanavefts. The hangman, for a fmail prefent, prepared his ropes fo, with a covering of fine gravel, that it took nearly an hour before the weight of the culprits bodies could draw the noofe fo as to effect fuffocation. The parfon's enjoyment at the variety of contortion, and the motion of their chefts and legs, was expreffed in the most grateful and generous language. The nailors of Birmingham, have addreffed the Irish Farming Society, in a letter of thanks, for the improved flate Mr. Grattan in his late speech on the Catholic Petition, declared if we did not agree to a domeftic arrangement in the appointment of our Bifhops, to the exclufion of the Pope, that our demands were inadmiffible. The British trick of religious dillinc tion, and making men accountable for their belief, is moft admirably played off by the Irish orator. In the United States of America, the Catholic Bihops are appointed by His Holiness; and fo far does fuch arrangement affect the public mind, in that happy region, that it is unnoticed :-no patriot makes it any difqualification, nor feels any alarm for the conftitu tion; on the contrary, the Catholic Bishop may become a member of the Jegiflature and yet the corn grows as well in America, liberty is as well underflood, commerce as extensive, and public tranquility as fecure as in Ireland! We would account for this happy condition, peculiar to America, by faying, they neither authorize nor connive at the exceffes of parsicular banditties, who murder one part of the people, and hire another part to speak their apology; they have neither Verners nor Grettans ; they, in thort are happy; they escaped an unlawful union by a fortunate quarrel; and as victory attended their truggles, perfecution and poverty hid their abashed heads, and retired with Bur goayne and Cornwallis, bound up in their broken ftandards, to the mother country. The Judges have returned from their profeffional labours on circuit i and as ufual, have preached their introductory fermons on the repairs of the roads and the immorality of the poor. The refpective counties have liftened to the voice of juftice, and have applied the proper fums for the two purposes. The highways have been improved, and the Caravats executed, on terms much cheaper than any hitherto propofed for. It must be gratifying to every admirer of improvement and civilization, to observe the progrefs we are making in fuch national objects. The feveral con. tractors in hanging and paving have fo fairly acquitted themselves, that it is expected a perch of good gravel, or a dozen of executions, will in future be done on cheaper terms, than a fquare yard, or one country fellow heretofore colt, by the profufe manner of doing business. The death of Doctor Ryan, fo called, painted at the request of the Dog Orator, is one of the beft productions of Solomon Pallet's, painter and face repairer to the Major. The Doctor is made to feel great firmnefs, and his piftol hand great exertion while Lord Edward's dagger is mak ing con centric circles in his breaft, The tears of his two friends, the Majors, bedew the flippers of the dying pharmacopolif; but the feelings of each are fo different, that one weeps in red drops from his breaft, and the other in limpid water from his cheeks. A Proteftant ghoft, in the year 1641, fwearing on the Holy Evangelifts before an English Justice of the Peace, against two gentlemen of landed property, of the name of O'Reilly, that the two O'Reilly's did murder faid ghoft, by drowning him in a neighbouring bog. The ghoft has exhaufted all the talents of the pencil in his coftume and counte nance-the fhroud is most delicately drawn-and the face horribly expreffive. The worthy magiftrate's countenance is full of becoming indignation, at the conduct of the murderers, who appear on their part equally furprized at the character of the EngJifh ghoft, that could be fo very proAigate as to perjure itself.
