Mr. President announced that Mr. Guernsey and Mr. Hawk had asked to be excused until Monday next, Jan. 21st, and there being no objection it was so ordered.

The following notice of the introduction of a bill was given:

I hereby give notice that I will on tomorrow, or on some subsequent date, introduce a bill entitled:

A bill for an act providing for the removal of all state and other convicts confined within the state under conviction and sentenced to penitentiary confinement, to the state penitentiary situate at or near the City of Rawlins, in the County of Carbon; and making an appropriation for the expense thereof, and for such repairs or changes as may be necessary in said state penitentiary; and the building of such other buildings as may be necessary in connection with said state penitentiary; and for the repeal of Sections 644, 645 and 646 of the Revised Statutes of the State of Wyoming.

The Legislature of the State of Wyoming.

House of Representatives.

Hon. President of the Senate:

Cheyenne, Jan. 12, 1901.

Sir: I have the honor to inform your honorable body that the House of Representatives has this day adopted the following resolution:

House Resolution No. 5.

Whereas, Subsequent to his election as a member of the House of Representatives of the Sixth Legislature of Wyoming, Hon. Arthur Richardson, of Laramie County, died; and

Whereas, By his early death, the House has lost a member whose abilities would have made his services invaluable; his constituents in Laramie County have been deprived of a youthful, energetic and capable representative, who was born and reared amongst them; and his friends and family have been bereft of a true and loyal associate and an affectionate and loving relative;

Therefore, be it Resolved, That the House of Representatives of the Sixth Legislature of the State of Wyoming hereby expresses its sincere regret and deep sorrow for Mr. Richardson's death, and for its own loss in being deprived of the benefits of his counsel and the pleasures of his companionship during the session;

That we hereby tender to his family, his friends and his constituents our heartfelt sympathy in their bereavement.

That an engrossed copy of these resolutions be forwarded by the clerk to the family of the deceased.

That out of respect to the memory of Mr. Richardson the House do now stand adjourned until Friday morning.

COMMUNICATIONS FROM STATE AUDITOR. The following communications were received from the State Auditor:

State of Wyoming, Auditor's Office,

Cheyenne, Wyo., Jan. 18, 1901. To the Hon. Senate and House of Representatives of the Sixth State Legislature:

Gentlemen: As provided by Section 81 of the Revised Statutes of Wyoming, 1899, I have the honor to report that this office has issued certificate of indebtedness No. 144, in favor of James C. Baldwin, commanding Company B, Wyoming National Guard. Said certificate is in the amount of $70 (seventy dollars), bearing date of March 22, 1899. The items of expense are for armory rent and lights for Company B for the quarter ending March 31, 1897, and for which no appropriation was available. The above numbered certificate is now outstanding and unpaid. Respectfully submitted, LEROY GRANT, State Auditor.

Mr. President referred said communication to Committee No. 17, on Federal Relations, Indian and Military Affairs.

State of Wyoming, Auditor's Office, Cheyenne, Wyo., Jan. 18, 1901. To the Hon. Senate and House of Representatives of the Sixth State Legislature:

Gentlemen: As provided by Section 1865 of the Revised Statutes of Wyoming, 1899, I herewith hand you a report and list of the state warrants cancelled under the provisions of Sections 1864 and 2269 of the Revised Statutes of Wyoming, 1899.

The Hon. State Treasurer has been notified of the cancellation of these warrants and the proper entries have been made upon the books of this office as required by law.

Accompanying the communication of the Auditor was a list of state warrants cancelled under the provisions of Sections 1864 and 2269 of the Revised Statutes of Wyoming, 1899.

Mr. President referred this communication of the State Auditor to Committee No. 22, on Public Accounts.

Mr. Nichols asked unanimous consent to withdraw Senate File No. 4, just returned from the Printing Committee, from the files, and there being no objection such consent was given.

MESSAGE FROM THE HOUSE.

The following communication was received from the House:

Sir: I am directed by the Speaker of the House of Representatives to invite your honorable body to meet in the hall of the House this afternoon at the hour of 3 o'clock for the purpose of attending the funeral services of Hon. E. S. White, deceased, a late member of the House from Natrona county. Very respectfully,

On motion of Mr. McGill the Senate accepted the invitation of the Hon. House.and the Chief Clerk was directed to so notify that body.

On motion of Mr. Nichols, the President appointed a committee consisting of three members of the Senate to act with a like committee from the House to prepare a joint resolution of thanks of the members of the Sixth Legislature for courtesies extended by the railroads, telegraph and telephone companies on the recent trip visiting the several state institutions. The chair appointed as such committee Messrs. Nichols, Brittain and McBride.

The following communication was received from the House:

Sir: I am directed by the Hon. Speaker of the House to inform your honorable body that the House has this day adjourned until 10 o'clock tomorrow morning as a mark of respect to our beloved deceased member from Natrona county, Hon. Edward S. White. Respectfully, A. J. MOKLER, Chief Clerk.

On motion of Mr. McGill the chair appointed a committee consisting of two members of the Senate to act as an escort on the part of the Senate to accompany the remains of the Hon. E. S. White, late member of the House of Representatives from Natrona county, to Casper. Messrs. Sullivan and Williams were appointed as such committee.

Moved by Mr. McBride that the Senate do now reciprocate in the action of the House and adjourn until 10 o'clock tomorrow, in respect to the memory of the Hon. E. S. White, de

ceased, late representative of Natrona county. The motion prevailed and the Senate stood adjourned.
