President of the Senate: Cheyenne, Jan. 12, 1901. Sir: I have the honor to inform your honorable body that the House of Representatives has this day adopted the following resolution: House Resolution No. 5. Whereas, Subsequent to his election as a member of the House of Representatives of the Sixth Legislature of Wyoming, Hon. Arthur Richardson, of Laramie County, died; and Whereas, By his early death, the House has lost a member whose abilities would have made his services invaluable; his constituents in Laramie County have been deprived of a youthful, energetic and capable representative, who was born and reared amongst them; and his friends and family have been bereft of a true and loyal associate and an affectionate and loving relative; Therefore, be it Resolved, That the House of Representatives of the Sixth Legislature of the State of Wyoming hereby expresses its sincere regret and deep sorrow for Mr. Richardson's death, and for its own loss in being deprived of the benefits of his counsel and the pleasures of his companionship during the session; That we hereby tender to his family, his friends and his constituents our heartfelt sympathy in their bereavement. That an engrossed copy of these resolutions be forwarded by the clerk to the family of the deceased. The following communications were received from the State Auditor: State of Wyoming, Auditor's Office, Cheyenne, Wyo., Jan. 18, 1901. To the Hon. Senate and House of Representatives of the Sixth State Legislature: Gentlemen: As provided by Section 81 of the Revised Statutes of Wyoming, 1899, I have the honor to report that this office has issued certificate of indebtedness No. 144, in favor of James C. Baldwin, commanding Company B, Wyoming National Guard. Said certificate is in the amount of $70 (seventy dollars), bearing date of March 22, 1899. The items of expense are for armory rent and lights for Company B for the quarter ending March 31, 1897, and for which no appropriation was available. Sir: I am directed by the Speaker of the House of Representatives to invite your honorable body to meet in the hall of the House this afternoon at the hour of 3 o'clock for the purpose of attending the funeral services of Hon. House.and the Chief Clerk was directed to so notify that body. On motion of Mr. Nichols, the President appointed a committee consisting of three members of the Senate to act with a like committee from the House to prepare a joint resolution of thanks of the members of the Sixth Legislature for courtesies extended by the railroads, telegraph and telephone companies on the recent trip visiting the several state institutions.
