MESSAGE FROM THE GOVERNOR.

The folloing communication was received and read: The State of Wyoming, Executive Department. Cheyenne, Feb. 16, 1901. To the Hon. President and Senate of the Sixth State Legislature:

Gentlemen:-I have the honor to hereby nominate W. H. Edelman of Sheridan county as a member of the state board of pharmacy for a term of six years and ask your consent that appointment may issue as provided by law.

Moved by Mr. Davis that the Senate do consent to, advise and confirm the said nomination of W. H. Edelman as member of the state board of pharmacy.

A roll call being had on the motion to confirm said appointment, resulted as follows:

SIGNING OF ENROLLED ACTS.

Mr. President gave notice that he was about to sign: E. A. No. 31, Senate-"An act to amend and re-enact Section 1952 of the Revised Statutes of 1899-Road Supervisors."

E. A. No. 33, Senate-"An act to amend and re-enact Section 930 of the Revised Statutes, 1899, relating to the onstruction of headgates and measuring devices in ditches."

E. A. No. 36-"An act directing the governor of the state to procure suitable medals for the Wyoming troops who served in the Philippines during the Spanish-American war, and to make an appropriation therefor."

E. A. No. 29, Senate--"An act to amend and re-enact Section 1203 of the Revised Statutes of 1899."

E. A. No. 34, Senate-"An act to amend and re-enact Section 2696, Chapter 2, Title 21, Division 1, of the Revised Statutes of Wyoming, by making the 12th day of February of each and every year a legal holiday, and when certain legal holidays fall on Sunday, making the Monday following a legal holiday."

E. A. No. 30, Senate-"An act to amend and re-enact Section 1139 of the Revised Statutes relative to deputies in counties of the first and second class."

E. A. No. 32, Senate-"An act fixing state senatorial and representative districts and determining the legislative representation thereof."

E. A. No. 28, Senate "An act providing for the inspection of horses about to be driven or shipped out of the state; creating the sheriffs of the several counties inspectors of horses and prescribing their duties as such; prohibiting the transportation by railroad companies of horses without inspection, and providing penalties for the violation of this act."

And thereupon Mr. President did, in the presence of the Senate, affix his official signature to said Senate Enrolled Acts Nos. 31, 35, 33, 36, 29, 34, 30, 32, and 28.

REPORT OF CONFERENCE COMMITTEE.

To the Senate of the Sixth Legislative Assembly:

We, your Conference Committee appointed to adjust the differences between the Senate and House on H. B. No. 151, beg leave to report as follows:

We recommend that the Senate recede from the amendment that reads as follows:

After the words "state lands" in House amendment, after line 27, strike out words "one hundred fifty" and insert in lieu thereof the words "five hundred." As to the remainder

of the amendment, beg leave to report that your Conference Committee is unable to agree.

Mr. McGill moved that the Senate do not recede from its amendments and ask the honorable House to concur therein. The motion prevailed and it was so ordered.

On motion of Mr. McBride the report of the conference committee was adopted.

BILL NO. 151.

The following report was received and read:

The Senate of the Sixth Legislative Assembly:

Your conference committee consisting of three members from the Senate and three from the House appointed to adjust the differences between the Senate and House on H. .B. No. 151, beg leave to report as follows:

We recommend that Section 3, line 24 be amended by striking out the word "eight" and inserting in lieu thereof the word "six." and that the House do concur in all other Senate amendments.
