Your Committee No. 10, to whom was referred H. B. No. 104, beg leave to report as follows:

We recommend the following amendments:

Strike out all of Section 3 in the printed bill and substitute the following Section:

Section 3. "Such police justices shall be appointed by the mayor with the consent of the council, and no person other than a duly elected justice of the peace for the justice precinct embraced in said city or town shall be elibible or shall be appointed as such police justice."

In lines 1 and 2, Section 6, of the printed bill, strike out the words "or elected;" in line 3, Section 9, strike out the words "or elected."

Strike out all of Section 5 printed bill and insert in lieu thereof the following:

Section 5. "The term of office of such police justices shall be the same as that of justices of the peace and their salary shall be as prescribed by the ordinances of their respective cities or towns, provided that such salary shall not be other or greater than the amount paid to justices of the peace in precincts having a population similar to each of said cities. or towns."

Strike out all of Section 9 after the word "passage" in line 1 of printed bill, and that it do pass as amended. L. G. DAVIS,

Your committee on conference as to the House amendment to Senate File No. 3-"A bill for an act to amend and re-enact Sections 2553, 2555 and 2559 of the Revised Statutes of the State of Wyoming, relating to location certificates of placer claims, the amount of assessment work required to be done upon placer claims and the filing of affidavits of assessment work," having had the same under consideration, beg leave to report as follows:

SIGNING OF ENROLLED ACT.

Mr. President thereupon gave notice that he was about to sign said E. A. No. 13, Senate-“An act to amend and reenact Sections 2162, 2163 of the Revised Statutes of 1899, providing for licenses for the sale of spirituous, malt and fermented liquors and wines, and for other purposes."

And thereupon Mr. President did, in the presence of the Senate, affix his official signature to said S. E. A. No. 13.

CONSIDERATION OF BILLS ON GENERAL FILE.

On motion of Mr. Rusk the Senate resolved itself into a Committee of the Whole for the consideration of bills on the general file, Mr. Griffin being called to the chair.

On rising the Committee of the Whole presented the following report:

On motion of Mr. Nichols the report of the Committee of the Whole was accepted and the request therein made granted. Mr. McGill moved a call of the Senate.

A roll call showed the following members present:

Black, Brittain, Davis, Griffin, Guernsey, Hawk, Madden, McBride, McGill, Nichols, Osmond, Rusk, Sullivan, Stone, Thomas, Verbryck, Mr. Vice President—17.

Absent, Williams, 1.

Mr. McGill moved that further proceedings under the call of the Senate be dispensed with.

The motion prevailed and it was so ordered.

CONSIDERATION OF BILLS ON GENERAL FILE.

On motion of Mr. McGill the Senate resumed the consideration of bills on the general file in Committee of the Whole. Mr. Griffin again being called to the chair.

On rising the Committee of the Whole presented the following report:

Mr. McGill moved that the Senate now do advise, consent to and confirm the nomination of C. G. Coutant as State Librarian for a term of two years, which motion prevailed with the following vote:
