CONSIDERATION OF BILLS ON GENERAL FILE.

On motion of Mr. Guernsey the Senate resolved itself into a Committee of the Whole for the consideration of bills on the general file, Mr. Madden being called to the chair.

SIGNING OF ENROLLED ACT.

Pending the report of the Committee of the Whole Mr. President gave notice that he was about to sign Enrolled Act No. 5, Senate-“An act to amend and re-enact Section 1195 of the Revised Statutes of Wyoming of 1899," and thereupon Mr. President did, in the presence of the Senate, affix his official signature to said E. A. No. 5.

REPORT OF THE COMMITTEE OF THE WHOLE. Upon rising the committee of the whole presented the following report:

Your Committee of the Whole having had under consideration bills on general file, beg leave to report as follows:

That S. F. No. 40, by Mr. Nichols-"A bill for an act to amend and re-enact Section 1952 of the Revised Statutes of 1899, road supervisors," be reported back without recommendation.

That S. F. No. 37, by Mr. Thomas-"A bill for an act appropriating certain lands for the maintenance and support of the Wyoming Hostorical Society and State Museum," be amended as follows:

Strike out words "fifty thousand acres," in line 8, Section 1, of the printed bill and insert in lieu thereof "thirty thousand acres," as recommended by Committee No. 6, and as so amended that the bill do pass.

That S. F. No. 44, by Mr. McBride-"A bill for an act to amend and re-enact Sections 690 and 691 of the Revised Statutes of 1899, relating to the Soldiers' and Sailors' Home, and for other purposes," do not pass.

That H. B. No. 88, by Mr. Creswell-"A bill for an act authorizing the State Board of Land Commissioners to sell at public auction the buildings granted and donated by the United States to the State of Wyoming, and situated upon the abandoned Fort McKinney Military Reservation, and granting and donating to Company 'C' Wyoming National Guard, one of said buildings for the purposes of an armory," do not pass. On motion of Mr. McBride, the report of the Committee of the Whole was accepted.

On motion of Mr. McGill the Senate then stood in recess until 2 o'clock p. m.

The Senate was again called to order at 2 o'clock p. m.
Mr. President in the chair.

BILLS ON SECOND READING.

S. F. No. 39, by Mr. Black-"A bill for an act to amend and re-enact Section 1139 of the Revised Statutes of Wyoming, relative to deputies in counties of the first and second class," was read second time and ordered engrossed.

H. B. No. 67, by Mr. Hicks-"A bill for an act to authorize any incorporated city or town in this state to vacate and

close to public use any street, alley or lane passing through any portion of the grounds used for or belonging to any public building or institution," was read second time and ordered to third reading.

H. B. No. 45, by Mr. Fourt-"A bill for an act in relation to sentences to the State Penitentiary, and to authorize and regulate the paroling of convicts." was read second time.

Mr. Davis moved that further consideration of H. B. No. 45 be indefinitely postponed.

The motion prevailed and it was so ordered.

S. F. No. 45, by Mr. Sullivan-"A bill for an act to amend and re-enact Section 3297 of the Revised Statutes of Wyoming, 1899, relating to terms of court in the second judicial district," was read second time and ordered engrossed.

H. B. No. 22, by Mr. Platt-"A bill for an act to amend and re-enact Section 3268 of the Revised Statutes of Wyoming, in relation to corporations," was read second time.

Mr. Davis offered the following amendment and moved its adoption:

Insert the following to be known as Section 2:

Section 2. Section 3267 of the Revised Statutes of Wyoming of 1899 is hereby repealed.

Number Section 2 in the printed bill as Section 3 and thereafter the sections in consecutive order.

The motion prevailed and the bill as amended was ordered to third reading.

BILLS ON THIRD READING AND FINAL PASSAGE.

H. J. R. No. 9, Substitute for H. M. No. 2-"Endorsing Equal Suffrage," having beeen read three several times was placed on final passage and passed by the following vote: Roll call:

Ayes-Brittain, Davis, Griffin, Guernsey, Hawk, Iredale, McBride, McGill, Nichols, Osmond, Rusk, Sullivan, Thomas, Williams, Mr. President--15.

Noes, Black and Verbryck, 2; absent, Madden..

And thereupon Mr. President announced that said H. J. R. No. 9, having received an affirmative vote of a majority of all the members elected to the Senate of the Sixth State Legislature, had duly passed the Senate.

H. B. No. 62, by Mr. Fourt-"A bill for an act providing that service in civil actions or other proceedings may be made over telegraph or telephone lines," having beeen read three several times was placed on its final passage and passed by the following vote:

Roll call:

Ayes-Black, Brittain, Davis, Griffin, Guernsey, Hawk, Iredale, McBride, McGill, Nichols, Osmond, Rusk, Sullivan, Thomas, Verbryck, Williams, Mr. President-17.

No. 100, by Mr. Fourt and the Committee on Elections-"A bill for an act, to amend and re-enact Section 384 of the Revised Statutes of Wyoming, 1899, relative to printing of election laws," having been read three several times was placed on its final passage and passed by the following vote: Roll call:

Ayes-Black, Brittain, Davis, Griffin, Guernsey, Hawk, Iredale, McBride, McGill, Nichols, Osmond, Rusk, Sullivan, Thomas, Verbryck, Williams, Mr. President-17.

And thereupon Mr. President declared that said H. B. No. 100, having received an affirmative vote of a majority of all the members elected to the Senate of the Sixth State Legislature, had duly passed the Senate.

H. B. No. 30, by Mr. Dinwiddie "A bill for an act repealing Section 970, Chapter 16, of the Revised Statutes, 1899, relating to ditch owners and for the protection of fish," having been read three several times, was placed on its final passage and failed to pass by the following vote:

H. B. No. 81, by Mr. Badgette-"A bill for an act to cede certain lands of Wyoming to the United States of America and to cede jurisdiction thereof," having been read three several times, was placed on its final passage and passed by the following vote:

ming, so as to fix the compensation of appraisers appointed under the provisions of said section," having been read three several times, was placed upon its final passage and passed by the following vote:

CONSIDERATION OF BILLS ON GENERAL FILE.

On motion of Mr. McGill the Senate resolved itself into a Committtee of the Whole for the purpose of considering bills on the general file.

Mr. Iredale being called to the chair.

Upon arising the Committee of the Whole presented the following report:

Your Committee of the Whole having had under consideration bills on the general file, beg leave to report the same back to the Senate with the recommendations herein containd:

That H. B. No. 13, by Mr. Fishback-"A bill for an act to repeal Chapter4, of Title 13, Division1, of the Revised Statutes of Wyoming, being Sections 1968 to 1972 thereof inclus ive, entitled, ‘an act obstructing water courses," do pass.

That H. B. No. 64, by Mr. Hanna-"A bill for an act to regulate the admission of building and loan associations, saving institutions and investment societies, organized outside. of the State of Wyoming, and having their principal place of business outside of said state and providing for their examination before they may be admitted to do business in the State of Wyoming," be amended as follows:

Change Section 2 so as to read:

Section 2. Every building and loan association, savings association and investment society incorporated under the laws of other states, territories, or countries and applying to be admitted to the State of Wyoming, shall be admitted in the manner and form now prescribed by law, provided, however, that no such association shall be admitted save and except upon a written recommendation and statement by the State Examiner to the effect that such association is solvent and
