Mr. Vice President announced that Mr. Guernsey and Mr. Davis would be excused for this day.

Prayer by the Chaplain.

The journal of Saturday was read and approved.

Mr. McGill moved a call of the Senate.

The motion was seconded by Messrs. Sullivan and Brittain.

A quorum appearing Mr. McGill moved further call be dispensed with.

Mr. McGill announced, officially, the death of his colleague, Honorable H. G. Balch, late Senator from Albany County, at Laramie, Sunday Feb. 3rd at 5:30 p. m., and moved that the desk of the late Senator Balch be draped in mourning the balance of the session.

Mr. McGill gave notice that he would in the near future offer suitable resolutions regarding the death of Mr. Balch.

No. 126, by Mr. Badgette "A bill for an act providing for the inspection of horses, etc.; authorizing the Board of Live Stock Commissioners to appoint inspectors, prescribing their duties, prohibiting by transportation by railroad companies of horses without inspection and providing for penalties for violation of the provisions of this act."

Sir: I have the honor to inform your honorable body that the following resolutions were this day introduced in the House and unanimously adopted:

H. J. R. No. 11-Whereas, Upon learning of the death of Representative E. S. White, of Natrona County, and that his remains would be taken to Casper for interment, the management of the Colorado and Southern and Fremont, Elkhorn and Missouri Valley railroads promptly tendered to us the use of

their roads and the equipment for the transportation of the body and funeral party; now, therefore, be it

Resolved, By the Sixth Legislature of the State of Wyoming that we tender to these railroads our sincere thanks for their kindness and consideration and assure them that we gratefully appreciate their action; and be it further

Resolved, That a copy of this resolution be forwarded to the officers of the Colorado and Southern, and Fremont, Elkhorn and Missouri Valley railroads through their representatives at Cheyenne.

H. J. R. No. 10

Be it Resolved by the House of Representatives, the Honorable Senate Concurring:

Wheras, At the beginning of our session the Sixth Legislature of the State of Wyoming, determined to visit the various State Institutions of this State, and the City of Salt Lake, and the Union Pacific Railroad company, in order to facilitate our said visit, very generously furnished us transportation from Cheyenne to Ogden and return, the Oregon Short Line railroad company from Odgen to Salt Lake City and return, the Pullman Car company furnishing us with elegant sleeping coaches and attendance to supply our every wants, the Western Union Telegraph company and the Rocky Mountain Bell Telephone company granting to us the use of their lines free of charge, the Legislature of the State of Utah and the citizens of Salt Lake City, Evanston, Rock Springs, Rawlins and Laramie kindly entertaining us and feeding us upon the very best of viands, both going and returning; therefore be it

Resolved by the House of Representatives, the Honorable Senate concurring, That we extend our most cordial thanks to the above named corporations, assembly and people for cordial reception and courtesies extended to the members of the Legislature and their visitors while on their trip; be it further Resolved, That a copy of these resolutions be furnished to each of the above corporations, the representatives of the assembly and cities above named.

No. 23, by Mr. Davis-"A bill for an act specifying property subject to levy or execution and providing for an indemnifying bond for the officer serving the same and to amend and re-enact Section 3828 of the Revised Statutes of Wyoming, 1899. referred to Committee No 21 on Printing for the purpose of having same printed.

On motion of Mr. Nichols unanimous consent was given by the Senate for the purpose of reading Senate Files Nos. 18

and 30 and S. J. M. No. 2 by title only and placing said Senate Files and S. J. M. on their final passage.

Whereupon said S. F. No. 18, by Mr. McGill-"A bill for an act to repeal Sections 5185, 5186 and 5187 of the Revised Statutes of the State of Wyoming, relating to costs in criminal cases having twenty or more defendants," was read third time by title only, placed upon its final passage and passed by the following vote:

S. F. No. 30, by Mr. Thomas-"A bill for an act to change the name of the Stinking Water River to the Shoshone River," was read third time by title only, placed on its final passage and passed by the following vote:

No. 2, by Mr. Thomas-"Memorializing the Congress of the United States to extend for a period of ten years, the time for the operation of Section 4 of an act making appropriations for sundry civil expense of government for the fiscal year ending June 30, 1885, and for other purposes, approved August 18, 1894, relating to arid land donation, and amended by act of Congress, approved June 11, 1896," was read third time by title only, placed on its final passage and passed by the following vote:
