Sir: I have the honor to inform your honorable body that the joint committee appointed from the House and Sen ate to visit the Rawlins penitentiary, this day made its report, and said report being herewith attached. We, your committee, who in conjunction with a like committee from the Senate were appointed to proceed to the penitentiary building situated at the city of Rawlins, in Carbon county, for the purpose of investigating said building and to estimate the probable expense of placing the same in proper condition for the reception of prisoners, beg leave to report that we visited the said penitentiary building and also the penitentiary building at Laramie, and after a thorough and full investigation, find that certain changes ought to be made in the penitentiary building at Rawlins, and also that a sewerage connection should be made with the city sewer, and that certain other buildings, such as bakery, laundry, bath house and workshops are necessary, and that the estimated cost of such changes and improvements amounts to $14,500. We recommend that an appropriation in the way of a levy amounting to three-sixteenths of one mill be made for the years 1901 and 1902 for the purpose of raising funds with which to make such changes and additions.
