H. B. No. 112, by special committee appointed to investigate the penitentiary, composed of Messrs. Dinwiddie, Black and Gray of the House, and Thomas and Black of the Senate— "A bill for an act providing for the removal of all state and other convicts confined within the state under conviction and sentenced to penitentiary confinement to the state penitentiary situate at or near the City of Rawlins, in the County of Carbon, and making an appropriation for the expense thereof, for such repairs or changes as may be necessary in said state penitentiary, and the building of such other buildings in connection with said penitentiary, and making a tax levy for the purpose of raising funds for the expense thereof, and for the repeal of Sections 644, 645, and 646 of the Revised Statutes of Wyoming." Sir: I have the honor to inform your honorable body that the joint committee appointed from the House and Sen

ate to visit the Rawlins penitentiary, this day made its report, and said report being herewith attached.

We, your committee, who in conjunction with a like committee from the Senate were appointed to proceed to the penitentiary building situated at the city of Rawlins, in Carbon county, for the purpose of investigating said building and to estimate the probable expense of placing the same in proper condition for the reception of prisoners, beg leave to report that we visited the said penitentiary building and also the penitentiary building at Laramie, and after a thorough and full investigation, find that certain changes ought to be made in the penitentiary building at Rawlins, and also that a sewerage connection should be made with the city sewer, and that certain other buildings, such as bakery, laundry, bath house and workshops are necessary, and that the estimated cost of such changes and improvements amounts to $14,500. We recommend that an appropriation in the way of a levy amounting to three-sixteenths of one mill be made for the years 1901 and 1902 for the purpose of raising funds with which to make such changes and additions.

Mr. McBride offered the following amendment: "Wher ever the words 'nineteen hundred and two' appear, in the title or in the text of said bill, strike out the word 'two' and insert the word 'four' in lieu thereof."

Said amendment was adopted by unanimous vote of all the members present.

Whereupon said H. B. No. 26, as amended, was ordered to a third reading.
