Mr. Shaw moved to amend the bill by striking from section 1, line 1, the word "twenty" and inserting "fifteen;"

Which motion prevailed, and the bill was so amended.

Senate bill No. 282 (file No. 170), entitled

A bill to regulate the business of co-operative and mutual benefit associations within this State;

Was read a third time, and pending the taking of the vote thereon, By unanimous consent, Mr. Caplis moved to amend the bill by adding to section 20 the following: Provided, That no association organizing under this act shall have authority to issue a certificate of membership until such association has obtained sufficient applications for membership that one assessment at its

schedule rates upon such members as will pay to the beneficiary of any deceased member at least one-fourth the face value for which such certificate is issued; that no association now organized or may hereafter organize shall have authority to continue to do business, when there are not enough members in such association in good standing, that one assessment upon its members at its schedule rate, or by funds set aside for that purpose, will not pay one-fourth the face value of any certificate that may mature by death; that any officer or trustee who shall conceal or fail to report the true condition of such association as provided in this section shall pay a fine not to exceed five hundred dollars and be confined in the county jail until such fine is paid, not to exceed six months;
