NOTES ON THE PROGRESS OF BRITAIN.

HEN we contem

plate the history of a country as a whole, we see it assume certain definite characteristics. It would seem easy enough to point out the chief of these, just as it is easy to point out the features of a landscape; but this would seem not to

be the case, for there is much difference of opinion as to what might seem to be evident facts; thus some writers would have us believe that things have been always going from bad to worse. The view of Macaulay, as well as of many other eminent men, was very much the reverse of this. He thus vigorously expresses it:-" The History of England is emphatically the history of progress. It is the history of a constant movement of the public mind, of a constant change in the institutions of a great society. We see that society, at the beginning of the twelfth century, in a state more miserable than the state in which the most degraded nations of the East now are. We see it subjected to the tyranny of a handful of armed foreigners. We see a strong distinction of caste separating the victorious Norman from the vanquished Saxon. We see the great body of the population in a state of personal slavery. We see the most debasing and cruel superstition exercising boundless dominion over the most elevated and benevolent minds. We see the multitude sunk in brutal ignorance, and the studious few engaged in acquiring what did not deserve the name of knowledge. In the course of seven centuries the wretched and degraded race have become the greatest and most highly civilised people that ever the world saw,

have spread their dominion over every quarter of the globe, have scattered the seeds of mighty empires and republics over vast continents of which no dim intimation had ever reached Ptolemy or Strabo, have created a maritime power which would annihilate in a quarter of an hour the navies of Tyre, Athens, Carthage, Venice, and Genoa together, have carried the science of healing, the means of locomotion and correspondence, every mechanical art, every manufacture, everything that promotes the convenience of life, to a perfection which our ancestors would have thought magical, have produced a literature which may boast of works not inferior to the noblest which Greece has bequeathed to us, have discovered the laws which regulate the motions of the heavenly bodies, have speculated with exquisite subtilty on the operations of the human mind, have been the acknowledged leaders of the human race in the career of political improvement. The history of England is the history of this great change in the moral, intellectual, and physical state of the inhabitants of our own island. There is much amusing and instructive episodical matter; but this is the main action. To us, we will own, nothing is so interesting and delightful as to contemplate the steps by which the England of Domesday Book, the England of the Curfew and the Forest Laws, the England of crusaders, monks, schoolmen, astrologers, serfs, outlaws, became the England which we know and love, the classic ground of liberty and philosophy, the school of all knowledge, the mart of all trade. The Charter of Henry Beauclerk, the Great Charter, the first assembling of the House of Commons, the extinction of personal slavery, the separation from the see of Rome,

the Petition of Right, the Habeas Corpus Act, the Revolution, the establishment of the liberty of unlicensed printing, the abolition of religious disabilities, the reform of the representative system, all these seem to us to be the successive stages of one great revolution; nor can we fully comprehend any one of these memorable events unless we look at it in connection with those which preceded, and with those which followed it. Each of those great and evermemorable struggles, Saxon against Norman, Villein against Lord, Protestant against Papist, Roundhead against Cavalier, Dissenter against Churchman, Manchester against Old Sarum, was, in its own order and season, a struggle, on the result of which were staked the dearest interests of the human race; and every man who, in the contest which, in his time, divided our country, distinguished himself on the right side, is entitled to our gratitude and respect.

We said that the history of England is the history of progress; and, when we take a comprehensive view of it, it is so. But, when examined in small separate portions, it may with more propriety be called a history of actions and reactions. We have often thought that the motion of the public mind in our country resembles that of the sea when the tide is rising. Each succes

sive wave rushes forward, breaks, and rolls back; but the great flood is steadily coming in. A person who looked on the waters only for a moment might fancy that they were retiring. A person who looked on them only for five minutes might fancy that they were rushing capriciously to and fro. But when he keeps his eye on them for a quarter of an hour, and sees one seamark disappear after another, it is impossible for him to doubt of the general direction in which the ocean is moved. Just such has been the course of events in England. In the history of the national mind, which is, in truth, the history of the nation, we must carefully distinguish between that recoil which regularly follows every advance and a great general ebb. If we take short intervals, if we compare 1640 and 1660, 1680 and 1685, 1708 and 1712, 1782 and 1794, we find a retrogression. But if we take centuries, if, for example, we compare 1794 with 1660 or with 1685, we cannot doubt in which direction society is proceeding."

Surely this is the most reasonable as well as the most cheerful view. It is not wise to "cry peace, peace, where there is no peace," but it is perhaps still less wise to exaggerate small defects in our national existence, and unwisely to despair of the fortunes of our country.

A TALE

OF THE

T is a well-known maxim that in historical narration the particular excels the general. We shall, therefore, make no apology for presenting to our readers the following tale of the Inquisition in a somewhat abridged form. The story, as told by one who nearly fell a victim, is somewhat exaggerated, but not very much, and it at length presents us with a very lively picture of the fearful ingenuity of the minions of that dread tribunal:-"I was sick-sick unto death with that long agony; and when

they at length unbound me, I was permitted to sit, I felt that my senses were leaving me. The sentence-the dread sentence of death-was the last of distinct accentuation which reached my ears. After that, the sound of the inquisitorial voices seemed merged in one dreamy indeterminate hum. It conveyed to my soul the idea of revolution-perhaps from its association in fancy with the burr of a mill-wheel. This only for a brief period; for presently I heard no more. Yet, for a while, I saw; but with how terrible an exaggeration! I saw the lips of the black-robed judges. They appeared to me white-whiter than the sheet upon which I trace these words-and thin even to grotesqueness; thin

with the intensity of their expression of firmness-of immovable resolution-of stern contempt of human torture. I saw I saw that the decrees, of what to me was Fate, were still issuing from those lips. I saw them writhe with a deadly locution. I saw them fashion the syllables of my name; and I shuddered because no sound succeeded. I saw, too, for a few moments of delirious horror, the soft and nearly imperceptible waving of the sable draperies which enwrapped the walls of the apartment. And then my vision fell upon the seven tall candles upon the table. At first they wore the aspect of charity, and seemed white slender angels who would save me; but then, all at once, there came a most deadly nausea over my spirits, and I felt every fibre thrill as if I had touched the wire of a galvanic battery. Suddenly the figures of my judges vanished as if by magic, and I became senseless.

When I recovered consciousness, after how long I do not know, I felt that I lay on my back unbound. I reached out my hand, and it fell heavily upon something damp and hard. When I opened my eyes, all around was darkness. Where, and in what state was I? The condemned to death, I knew, perished usually at the auto-da-fés, and one of these had been held on the very night of the day of my trial. Had I been remanded to my dungeon, to await the next sacrifice, which would not take place for many months? This I at once saw could not be. Victims had been in immediate demand. Moreover, my dungeon, as well as all the condemned cells at Toledo, had stone floors, and light was not altogether excluded.

A fearful idea now suddenly drove the blood in torrents upon my heart, and for a brief period I once more relapsed into insensibility. Upon recovering, I at once started to my feet, trembling convulsively in every fibre. I thrust my arms wildly above and around me in all

directions. I felt nothing; yet dreaded to move a step, lest I should be impeded by the walls of a tomb. Perspiration burst from every pore, and stood in cold big beads upon my forehead. The agony of suspense grew at length intolerable, and I cautiously moved forward, with my arms extended, and my eyes straining from their sockets, in the hope of catching some faint ray of light. I proceeded for many paces; but still all was blackness and vacancy. breathed more freely. It seemed evident that mine was not, at least, the most hideous of fates.

And now, as I still continued to step cautiously onward, there came thronging upon my recollection a thousand vague rumours of the horrors of Toledo. Of the dungeons there had been strange things narrated-fables I had always deemed them-but yet strange, and too ghastly to repeat, save in a whisper. Was I left to perish of starvation in this subterranean world of darkness; or what fate, perhaps even more fearful, awaited me? That the result would be death, and a death of more than customary bitterness, I knew too well the character of my judges to doubt. The mode and the hour were all that occupied or distracted me.

My outstretched hands at length encountered some solid obstruction. It was a wall, seemingly of stone masonry

very smooth, slimy, and cold. I followed it up; stepping with all the careful distrust with which certain antique narratives had inspired me. This process, however, afforded me no means of ascertaining the dimensions of my dungeon; as I might make its circuit, and return to the point whence I set out without being aware of the fact; so perfectly uniform seemed the wall. I therefore sought the knife which had been in my pocket when led into the inquisitorial chamber, but it was gone; my clothes had been exchanged for a wrapper of coarse serge. I had thought
