THE EXAMINATION of Nathaniel Barwell, Efq. one of the Paymasters of Exchequer Bilis; taken upon Oath, December 4, 1781.

THIS Examinant faith, That he is one of the Paymafters of Exchequer Bills he is appointed by a conftitution under the hands and feals of the Commithioners of the Treafury, during pleasure.

This office confifts of three Paymasters, a Comptroller, an Accountant, a Cashier, two clerks, a housekeeper, and Meffenger; and at the time the public bills are paying, as many affiftant clerks as are wanted. The paymafters appoint all the officers and clerks, except the comptroller and housekeeper, who are appointed by constitution by the Commiffioners of the Treasury.

The bufinefs of this office is to pay off and difcharge the principal and interest due upon all Exchequer bills.

When public bills are to be paid off, in confequence of a letter from the Secretary of the Treafury, a computation is made of the principal and interest due upon the bills therein mentioned, from the days they were feverally iffued to a given day, of which public notice is given by advertisements: this computation being fent to the Treafury, a warrant and order are obtained for the payment of the computed fum to the Paymafter of Exchequer bills, which fum is paid by the Tellers to the Bank, on the account of thofe Paymasters, and is drawn for from time to time by any two of them, either payable to the Exche quer bill holders, or to their Cafhier, to enable him to difcharge fums not exceed. ing 500l.

The bills taken by the Bank are fome of them in a daily courfe of being difcharged by the receipt of the aids and duties upon the credit of which they were iffued, and the account of them uiually fettled every week with the Bank; and others of them are difcharged in confequence of acts of Parliament for that purpose, in like manner as the public bills are paid. The Exchequer bills, when difcharged, are cancelled, and kept in the office, until fent to the office of the Auditors of the Impreft, where the accounts are paffed every year.

The paymasters, and all the officers and clerks are paid by certain annual falaries, which have been the fame ever fince the year 1736 the three Paymafters have 8 gol. a year equally divided between them; the Comptroller has 350l. the Accountant, 130l. the Cathier, Sol. the Firft Clerk, 60l. the fecond clerk 50l. the housekeeper and meffenger, 401. cach: the fum to pay thefe falaries is craved annually of the Treasury by two memorials: 1,400l. part of it, is paid our of duties avifing from the malt, and the remainder out of fome other public fund, by virtue of the authority vefted in. the Commiffioners of the Treafury, by the feveral acts of Parliament.

The paymafters, out of their falary of 850l. pay 60l. for the land tax, and 42. 10s. for the 15 duty, for themselves and their clerks, which reduce their falaries to 7474. rós. The Comptroller's falary of 350l. is reduced, by the payment of 411. 10s. for taxes, to 3081. 10s.

No fees or gratuities whatever are taken by any of the officers or clerks in this office, except a fum of 21. 7s. a year, allowed to the Accountant, for ma king up his annual account. The contingent expences of this office for the year 1780 (except what, as he believes, was furnished by the Ufher of the Exchequer) including the fees for paffing the accounts, amounted to 1691. 175. 76, and no more.

After our hearty commendations: Having considered the aforegoing memorial, we think it reasonable that the accountants be allowed the incidents and other charges, whereof they crave an allowance, which they have particularized in the faid memorial, and which amounts in the whole to the fum of 5491. 175. 78.
