The EXAMINATION of Charles Bedford, Efq. Deputy to the honourable Horace Walpole, Uther of the Exchequer; taken upon oath the 3d, 5th, and 6th of December, 1781.

THIS Examinant faith, That he is Deputy Ufher of the Receipt of the Exchequer to the honourable Horace Walpole, the Ufher; he was appointed by deed, under the hand and feal of the Ufher, and has been deputy seven years. The Ufher is appointed by letters patent for life, to exercise his office by himself, or his deputy or deputies. He believes it has always been ufual for the Ufher to execute his office by deputy'; the prefent Ufher tranfacts no part of the business himself, it is all done by the deputy.

The office confifts of the Ufher, his deputy, and a clerk, who is now also Yeoman Ufher; the Ufher appoints them all.

It is the bufinefs of this office to fupply the Treafury and Exchequer with all kinds of stationary ware, tables, desks, and turnery ware, and the Exchequer with coals; to keep the keys of the doors of the Exchequer, and to employ the perfons who do repairs to the Exchequer, and the infide of the Treasury. The advantages to the Ufher arife either from certain fmall half yearly payments, or from the profits he makes by his fupplying the Treafury and Exchequer with thefe articles, at a rate according to an ancient table of allowed prices, kept in the offices of the Ufher and Auditor. He has a profit of forty per cent. upon extraordinary articles not included in the table, and 3s. 6d. in the pound on bills for repairs. He delivers nothing to any office without a note, fpecifying the article wanted; and every half year he makes out an account for each office of every article he has served to that office, which accounts are both compared with the notes, and figned by the deputies or first clerks in each office, and are the Usher's youchers. Two liberates are then made out, one for the old, the other for the new offices; these liberates contain all the articles in thofe vouchers, with the prices; they are carried with the vouchers to the Auditor; they are there examined and figned by him, then figned by the Chnacellor of the Exchequer, after which they are paid, by orders under the general letters patent dormant. All thefe fees and profits that accrued to the Ufher during the year, ending at Michaelmas 1780, amounted to 52931. 6s. old. out of which he paid, for taxes, 4761. os. 5 d. for fees at the Treasury and the Exchequer, 461. 18s.; for incidental expences, 105l. 145. 10d. to his deputy, a falary of 1441. and one third of the poundage on the bills for repairs, 2341. 4s. 6d. ; to the clerk, a falary of 50l. and as Yeoman Ufher, 361. Es. 3d. amounting together to 10931. 6s. old. which reduced his clear receipt for that year, to 4200l. which fum he paid to Mr. Walpole: The fums contained in the four liberates for that year amounted to 14,440l. 3s. 6d.

He farther faith, That as Deputy Ufher he received from his principal a falary of 1441. and a third part of the poundage on the bills for repairs, 2341. 4s. 6d. and fees from the ftationer and others, 1451. 58. 11d. making together 5231. 10s. 5d. reduced, by 41. paid for taxes, to 519l. 108. 5d. which was the whole net profits of this office for that year. That he hath been informed by the

clerk, and believes it to be truc, that he is paid by the Ufher a falary of 50l. a year, and he received in gratuities, 761. 1s. making together 1261. 1s.; as Yeoman Ufher he received from the Ufher a falary of rol.; for incidents, 261. 8s. 3d. and in gratuities from others, 231. 2s. 6d. together 591. 10s. gd.

The two liberates for the old offices amounted in the year 1780 to 12,3131. 9s. 5d. of which, 34871. 14s. 7d. was for repairs, and 961. for coals. Thefe liberates are paid out of the civil lift; the two liberates for the new offices amounted to 21261. 14s. old. of which, 5281. 65. 11d. was for repairs, and 851. 10s. for coals. Thefe two are paid out of other funds.
