intelligible in the negative part of this illustrious character. The man I have described would never prostitute his dignity in parliament by an indecent violence either in opposing or defending a minister. He would not at one moment rancorously persecute, at another basely cringe to the favourite of his sovereign. After outraging the royal dignity with peremptory conditions, little short of menace and hostility, he would never descend to the humility of soliciting an interview with the favourite, and of offering to recover, at any price, the honour of his friendship. Though deceived perhaps in his youth, he would not, through the course of a long life, have invariably chosen his friends from among the most profligate of mankind. His own

honour would have forbidden him from mixing his private pleasures or conversation with jockeys, gamesters, blasphemers, gladiators, or buffoons. He would then have never felt, much less would he have submitted to the humiliating, dishonest necessity of engaging in the interest and intrigues of his dependants, of supplying their vices, or relieving their beggary, at the expense of his country. He would not have betrayed such ignorance, or such contempt of the constitution, as openly to avow, in a court of justice, the purchase and sale of a borough. He would not have thought it consistent with his rank in the state, or even with his personal importance, to be the little tyrant of a little corporation. He would never have been insulted with virtues which he had laboured to extinguish, nor suffered the disgrace of a mortifying defeat, which has made him ridiculous and contemptible, even to the few by whom he was not detested. I reverence the afflictions of a good man,-his sorrows are sacred. But how can we take part in the distresses of a man whom we can neither love nor esteem, or feel for a calamity of which he himself is insensible? Where was the father's heart when he could look for, or find an immediate consolation for the loss of an only

son, in consultations and bargains for a place at court, and even in the misery of balloting at the India House! . .

Let us consider you, then, as arrived at the summit of worldly greatness; let us suppose that all your plans of avarice and ambition are accomplished, and your most sanguine wishes gratified in the fear as well as in the hatred of the people. Can age itself forget that you are now in the last act of life. Can gray hairs make folly venerable? and is there no period to be reserved for meditation and retirement? For shame, my lord! Let it not be recorded of you that the latest moments of your life were dedicated to the same unworthy pursuits, the same busy agitations, in which your youth and manhood were exhausted. Consider that, though you cannot disgrace your former life, you are violating the character of age, and exposing the impotent imbecility, after you have lost the vigour, of the passions.

Your friends will ask, perhaps, Whither shall this unhappy old man retire? Can he remain in the metropolis, where his life has been so often threatened, and his palace so often attacked? If he returns to Woburn, scorn and mockery await him: he must create a solitude round his estate, if he would avoid the face of reproach and derision. At Plymouth, his destruction would be more than probable; at Exeter, inevitable. No honest Englishman will ever forget his attachment, nor any honest Scotchman forgive his treachery, to Lord Bute. At every town he enters he must change his liveries and name. Whichever way he flies the hue and cry of the country pursues him.

In another kingdom, indeed, the blessings of his administration have been more sensibly felt, his virtues better understood; or, at worst, they will not for him alone forget their hospitalities. As well might Verres have returned to Sicily. You have twice escaped, my lord; beware of a third experiment. The indignation

of a whole people plundered, insulted, and oppressed, as they have been, will not always be disappointed.

It is in vain, therefore, to shift the scene; you can no more fly from your enemies than from yourself. Persecuted abroad, you look into your own heart for consolation, and find nothing but reproaches and despair. But, my lord, you may quit the field of business, though not the field of danger; and though you cannot be safe, you may cease to be ridiculous. I fear you have listened too long to the advice of pernicious friends with whose interests you have sordidly united your own, and for whom you have sacrificed everything that ought to be dear to a man of honour. They are still base enough to encourage the follies of your age, as they once did the vices of your youth. As little acquainted with the rules of decorum as with the laws of morality, they will not suffer you to profit by experience, nor even to consult the propriety of a bad character. Even now they tell you that life is no more than a dramatic scene, in which the hero should preserve his consistency to the last; and that, as you lived without virtue, you should die without repentance. SPEECH OF LORD CHATHAM,

IN THE HOUSE OF LORDS, AGAINST THE EMPLOYMENT OF INDIANS IN THE AMERICAN WAR.

[In the course of the debate on the Address to the Throne, at the opening of Parliament on the 18th of November, 1777, Lord Suffolk undertook to defend the employment of Indians in the American War. His lordship contended that, besides its policy and necessity, the measure was also allowable on principle; for that "it was perfectly justifiable to use all the means that God and nature put into our hands." Against this monstrous doctrine, Lord Chatham spoke as in our

extract.

I AM ASTONISHED!-shocked! to hear such principles confessed—to hear them avowed in this House, or in this country principles equally unconstitutional, inhuman, and unchristian !

My lords, I did not intend to have encroached again upon your attention; but I cannot repress my indignation. I feel myself impelled by every duty. My lords, we are called upon as members of this House, as men, as Christian men, to protest against such notions standing near the throne, polluting the ear of Majesty. "That God and nature put into our hand!" I know not what ideas that lord may entertain of God and nature; but I know that such abominable principles are equally abhorrent to religion and humanity. What! to attribute the sacred sanction of God and nature to the massacres of the Indian scalping-knife—to the cannibal savage torturing, murdering, roasting, and eating; literally, my lords, eating the mangled victims of his barbarous battles! Such horrible notions shock every precept of religion, divine or natural, and every generous feeling of humanity. And, my lords, they shock every sentiment of honour; they shock me as a lover of honourable war, and a detester of murderous barbarity.

These abominable principles, and this more abominable avowal of them, demand the most decisive indignation. I call upon that right reverend bench, those holy ministers of the Gospel, and pious pastors of our church; I conjure them to join in the holy work, and vindicate the religion of their God. I appeal to the wisdom and the law of this learned bench to defend and support the justice of their country. I call upon the bishops to interpose the unsullied sanctity of their

lawn; upon the learned judges to interpose the purity of their ermine, to save us from this pollution. I call upon the honour of your lordships to reverence the dignity of your ancestors, and to maintain your own. I call upon the spirit and humanity of my country to vindicate the national character. I invoke the genius of the constitution. From the tapestry that adorns these walls, the immortal ancestor of this noble lord* frowns with indignation at the disgrace of his country. In vain he led your victorious fleets against the boasted Armada of Spain; in vain he defended and established the honour, the liberties, the religion, the Protestant religion, of this country, against the arbitrary cruelties of Popery and the Inquisition, if these more than Popish cruelties and inquisitorial practices are let loose among us; to turn forth into our settlements, among our ancient connections, friends, and relations, the merciless cannibal, thirsting for the blood of man, woman, and child! to send forth the infidel savageagainst whom? Against your Protestant brethren; to lay waste their country, to desolate their dwellings, and extirpate their race and name, with these horrible hell-hounds of savage war!-hell-hounds, I say, of savage war! Spain armed herself with blood-hounds to extirpate the wretched natives of America; and we improve on the inhuman example even of Spanish cruelty we turn loose these savage hell-hounds against our brethren and countrymen in America, of the same language, laws, liberties, and religion; endeared to us. by every tie that should sanctify humanity.

My lords, this awful subject, so important to our honour, our constitution, and our religion, demands the most solemn and effectual inquiry. And I again call upon your lordships, and the united powers of the State, to examine it thoroughly and decisively, and to
