The committee on military affairs, to whom was referred A bill to legalize the action of the electors of the township of Romulus, in the county of Wayne, in their having voted to

refund moneys paid or advanced by them for the payment of

bounties to volunteers, who enlisted to fill the quota of said township under the last call of the President,

Respectfully report that as appears from the certificate of the supervisor, a justice of the peace, and the township clerk of said township, on the 2d day of April, 1866, this whole subject was referred to the electors for their vote, and that out of one hundred and forty-eight votes, only nine were cast against refunding the moneys paid or advanced by certain individuals for bounties to volunteers.

By reference to the statutes and journals of 1867, we find frequent acts of like nature, where money was advanced by individuals in good faith, to fill a quota, and not to put in substitutes for their own clearance. Were this the case, we should concur with a like recommendation from the committee in 1867, in an adverse report. But inasmuch as this bill was presented early in the session, and not a name is presented in remonstrance, and as appears from the above examination, this is a bona fide township obligation, your committee have directed me to report the same back to the Senate, without amendment, and recommend that it do pass, and ask to be discharged from the further consideration of the subject.
