EXTRA RECEIPTS.

More was realised under the head Fiji debt. In addition there were Sundry Receipts which had not been estimated for, chiefly in respect of sale of stores supplied for the use of Boundary Commissions. On the other hand, the receipts in respect of the debt of the Gold Coast, were less by 100,0001. than had been estimated for.

The Surplus of 10,5891. 18. 6d., shewn on the Account of the Vote "Colonial Services," for the year ended 31st March 1905, has been surrendered.

REPORT OF THE COMPTROLLER AND AUDITOR GENERAL.

Excess.

1. Expenditure in excess of the Estimate has taken place under Sub-Heads R 2, R3, R4, U and W.

Special

2. With the concurrence of the Treasury and under the circumstances explained in Sub-Heads. the Account for last year the special Sub- Head opened in 1904-5, “ Western Pacific High

Commission, Maintenance of Political Prisoners," has been included in the Account under review.

From a copy of correspondence with the Treasury which has been furnished to my Department I gather that the service came to an end in May 1906, when the Ex-Premier and Treasurer were returned to Tonga.

SOUTH AFRICAN CONSTABULARY.

Grant 1902-3 3. In paragraph 4 of my Report of last year, reference was made to the absence of a 1,000,0001. final account of the Grant in Aid of 1,000,0001., which was made to meet expenditure on Unexpended the South African Constabulary incurred in the year ended the 30th of June 1902. Balance.

Since the date of that Report I have received a communication from the Colonial Office, transmitting copies of correspondence between the Secretary of State and the High Commissioner for South Africa, together with an account showing some further charges against the Grant in the years 1904–5 and 1905-6. The accuracy of the expenditure for the former year has been accepted on the certificate of the Auditor General to the Inter-Colonial Council, who reported that it “ was incurred prior to 30th June 1902, but paid subsequent to that date.” It is to be observed that per contra sums received after the 30th June 1902 have been credited to the Grant.

The Auditor's Report for the year to 30th June 1906 had not been published at the date of completion of my Report.
