ExPLANATION of the Causes of Variation between Expenditure and Grant.

A.—Part Allowance for office Disbursements unclaimed.

B.— | The Services provided for under these Sub-Heads are liable to fluctuate considerably, and the i) Estimates, therefore, are necessarily approximate only. Sanction was given by Treasury Letters *I 23,812/05, 29/06 and 5,851/05 to incur excesses on Sub-Heads “D,” “F” and “J.J.”; and covering #T sanction to meet the total of such excesses out of savings on other Sub-Heads was given by T (Treasury Letter 20,682/06.

C.—The preceding observation applies also to this Sub-Head, the payments during the year being mainly dependent upon the amount of, and the result of, litigation in which the various Departments represented by the Solicitor to the Treasury may be involved.

The expenditure under this Sub-Head is distributable among the several Departments and Matters as follows:–

H.-The Surplus on this Sub-Head is mainly attributable to the non-engagement of two additional Clerks for whom a provision of 450l. was made under the item “Personal Allowance for Clerks”; to savings on

“Establishment Copying"; and to an unclaimed moiety of the amount provided for the Admiralty and War Office Agent at Malta.

J.—The Estimate for this service is fixed by the Treasury, and the following payment was made under Their Lordships' directions:— To Wyatt and Co. (21,049/05) £. s. d. re Crown Lands Bill 1905 - - - - - 34 1 6 JJ.-The Expenditure under this Sub-Head was sanctioned by the Treasury on the 14th June 1905 (585.1/05), and is in respect of the loss of two sums of public money, viz.: 31. 12s. 1d, and 31, 19s. 11d. temporarily in the custody of Officers in the Department.

K.—The increase in the receipts is mainly attributable to the costs recovered in Crown's Nominee matters. The receipts are apportionable as follows:-
