EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-Changes occurred in the Staff, and the expenditure on Temporary Draughtsmen was less than had been anticipated.

B.-Due to changes in the Staff in China involving charges for the passage money, &c., of an Assistant Architect out and home, and to the Foreign Travelling generally having been heavier than had been expected. Increased provision is made in the Estimates for 1906-7.

C.–The requirements of the year were over-estimated.
