EXPLANATION of the Causes of Variation between Expenditure and Grant.

A.-The Surplus has arisen from a saving in the Amounts estimated to be required for Temporary Messengers, Extra Clerical Assistance and Engineering Expenses. A great portion of the savings on these Services has, however, been absorbed (a) by the increases of Salaries authorised by Treasury Letters of 9th February, 1905, No. 19724/04, 20th March, 1905, No. 3822/05, 18th October, 1905, No. 18778/05 and 3rd November, 1905, No. 18769/05; (b) by the addition of a Second Division Clerk to the Staff authorised by Treasury Letter of 9th February, 1905, No. 19724/05, and by an increase of expenditure in the amount estimated to be required for the service of cleaning, authorised by Treasury Letter of 5th April, 1906, No. 5621/06.

B.-The amount required under this Sub-Head was less than was estimated.
C.-The sum required for the Services of Clerks was less than was estimated.

D.-The surplus has arisen from the small amount of litigation pending during the year and from a less amount being required for copying (including payments to Law Stationers for hire of Clerks) than was

estimated.

EXTRA RECEIPTS,

The falling off in the Extra Receipts was due to the fact that a smaller number and amount of advances for Loans (upon which fees are payable) were made during the year than was anticipated.

2. Besides the expenditure out of this Vote, charges on account of rent, etc., amounting to 8,3201. 38. 2d. have been incurred by other departments on behalf of the Public Works Loan Commission. Further charges amounting to 31,3577. 38. 11d., have been incurred representing the expenses of various departments in connection with the administration of the Local Loans Fund, making a total of 39,6771. 78. 1d. charged outside this Vote. Of this total, 39,3917.-8. 4d. was repaid to the Exchequer out of the Income of the Local Loans Fund, the remaining 2861. 6s. 9d. being the Extra Receipt shown at foot of the Account.

REGISTRAR GENERAL'S OFFICE, ENGLAND.

ACCOUNT of the Sum Expended, compared with the Sum Granted, to pay the Salaries and Expenses of the Department of the REGISTRAR GENERAL OF BIRTHS, &c., in the Year ended 31st March 1906, showing the Surplus or Deficit upon each Sub-Head of the Vote.

EXPLANATION of the Causes of Variation between Expenditure and Grant. A.-The Savings under this Sub-Head were mainly due (1) to the retirement of the Chief Clerk and to the consequent promotions being made at the minimum rates of Salary; (2) to a vacancy in the office of Assistant Superintendent, which occurred in March 1905, not being filled until the scheme of reorganization, sanctioned by Treasury Letter of 23rd December 1905(No. 16,270/05) took effect on 1st January 1906; and (3) to the retirement of the senior Statistical Abstractor who was succeeded by an Assistant Clerk (Abstractor) at the initial Salary. The latter change led to a further saving owing to the reduction in the rate of pay for the piecework process from which a considerable portion of the retiring Officer's income

was derived.

B.—A casual difference between Estimate and Expenditure.

C.-The savings under this Sub-Head were due to a decline in the number of Births, Deaths, and Marriages registered, which reached a smaller total than in any year since 1897. D.-A casual difference between Estimate and Expenditure.

EXPLANATION of the Causes of Variation between Expenditure and Grant--continued.

(a) Search Room Fees.

APPROPRIATIONS IN AID.

(b) Repayments by Local Authorities for Returns under Sec. 9 of 63 Vict. Cap. 4.

(a) There is too much fluctuation in the receipts on account of Searches and Certified Copies to allow of a close Estimate. The amount realized exceeded that of any previous year. very

(b) The reduced sum of £60 was included in the Estimates as it was impossible to forecast to what extent the Local Authorities would avail themselves of the information they might obtain under Section 9 of Census Act, 1900.

EXTRA REMUNERATION.

By the authority of Treasury Letters of 5th January and 8th December 1904 (Nos. 21786/03 and 20288/04) the sum of 136. 8s. was paid for Extra Duty in connection with the preparation of the Decennial Supplement to the Registrar General's 65th Annual Report. A further sum of 621. 58. was paid from the Vote for Temporary Commissions by H.M. Treasury to the following Clerks, viz. -T. A. Saunders, 311. Os. 6d., and J. W. Reading, 311. 48. 6d., for preparing Statistics for the London Traffic Commission and for Work for the Redistribution Committee.

The individual payments in excess of 251. (vide Treasury Circular of 28th August 1897) were to F. Finch, 52l. 12s. 6d., T. A. Saunders, 451. 2s. 6d. and J. W. Reading, 421. 3s. 6d. ; the amounts in the case of the two latter Clerks including the sums referred to in the preceding paragraph.

The Surplus of 1,930l. 7s. 8d., shown on the Account of the Vote "Registrar General's Office, England," for the year ended 31st March 1905, has been surrendered.
