"You have wifely given your fanation to the extraordinary expedients which it has been neceffary to employ, in order to preferve the kingdom from famine. And I feel great fatisfaction in the prospect, that they will be prevented for the future by the new and judicious arrangement of your corn laws, and the improved extenfion of your agriculture

"I fee with pleafure the exertions of an humane and liberal principle, which has prompted you to give encouragement to the national industry, by favourable regulations and well directed bounties. I have warmly at heart the advancement of your trade and the fuccefs of all your manufactures: and I fhall not fail either to confider or to reprefent those inftances, whereof the peculiar circumftances of the empire have hitherto prevented a full investigation, and which thall be found to require a further adjustment.

"The ufeful regulations propofed to be introduced in the collection and management of the revenue; the fecurity of private property, and extenfion of national credit, by depofiting in the Bank of Ireland the money of fuitors in the Courts of Chancery and Exchequer; the plans for improving the metropolis, calculated not more for ornament and fplendour, than for health and convenience; your unanimous determination to defend the freedom of the conflitution against the attacks of licentioufnefs; and your attention to the fupport of charitable inflitutions, are all unequivocal teftimonies of your wisdom, humanity and juftice.

I have not failed to convey to, our Sovereign the fatisfaction you have fo decidedly expreffed in the blethings of that happy conftitution which you enjoy under his Majefty's aufpicious government. Senfible as you are of thefe eminent advantages, it can hardly be neceffary for me to defire, that you fhould be attentive to imprefs them on the minds of others, over whom your fuperiority of rank and information moit and ought to give you a juft and benevolent influence.

"I have a fure confidence, that, during your refidence in your refpective counties, you will feek to direct and encourage the induftry of your neighbourhood in the purfuits beft adapted to their fituations, and by which the community at large may be most effectually benefited. You will point out to them the real refources of a free and fertile country, under the bleffings of peace and the mild protection of the laws; and you will not foffer mifapprehenfions to perplex, or falfe info mations to mifguide them.

"It is my happinefs and pride to reflect, that our united attention has been and is directed to the fame objects of maintaining and advancing the rights, the dignity, and the profperity of Ireland, and the general interefts of the empire."

After which the Lord Chancellor, by his Grace's command, said.

LONDON GAZETTE, May 25. St. James's, May 25. Yesterday morning George Stone, Eiq. arrived with the Definitive Treaty of Peace between his Majesty and the States General of the United Provinces, which, was figned at Paris on the 20th int. by Daniel Hailes, Efq. his Majefty's Minifer Plenipotentiary, and by the Ambaffaders and Plenipotentiaries of their High Mighti effes.

On Tuesday April 6, was opened in Weftminster Abby, the monument, wh ch, by a vote of Parliament, is erected to the late Earl of Chatham. There are fix figures in this monument, and yet the idea on which it is defigned is the fimpleft poffible. Lord Chatham with prudence and fortitude on a farcophagus, occupy the upper part; the lower group canfits of Britannia, feated on a rock, with the ocean and the earth at her feet, by which is exhibited the efftft of his wildom and fortitude, in the greatnefs and glory of the nation. The statue of the Earl is in his parliamentary robes; he is in the action of fpeaking, the right hand thrown forward and elevated, and the whole attitude ftrongly expreffing that fpecies of oratory for which his lordship was fo juftily celebrated. Prudence has her ufual fymbols, a ferpent twisting round a mirrour; Fortitude is characterised by the tbaft of a column, and is cloathed in a lion's fkin. The energy of this figure ftrongly contrafts the repale and contemplative character of the figure of Prudence; Britannia, as mistress of the fea, holds in her right hand the trident of Neptune; Ocean is entirely naked, except that his fymbol the dolphin is fo managed, that decency is perfectly feçared with the leaft poffible detriment to the ftatue; his action is agitated, and his countenance fevere, which is oppofed by the utmost case in the figure of the earth, who is leaning on a terreflial globe, her head is crowned with fruit, which alfo lies in fome profufion on the plinth of the ftatue. This monument is the work of Mr. Bacon, the fame artist who executed that erected to his Lordship at Guildhall. The fofcription is as follows:

FROM the East Indies we learn the fol lowing.

Crocodile frigate arrived at St. Helena the 24th March, 1784, failed from thence 25th, and was wrecked off the Start 9th May.

Rodney failed from Bengal 4th December, 1783, and arrived at St. Helena 12th March 1784.

Worcester failed from Bengal roth December, 1783, arrived at St. Helena 15th March, 1784.

Royal Henry failed from China, 12th December, 1783, and arrived at St. Helena 22d March 1784.

Dutton failed from China 12th December, 1783, and arrived at St. Helena, 22d March, 1784.

Northumberland failed from China 12th December, 1783, and left the Cape of Good Hope 14th March, 1784.

Winterton, General Eliott, Raymond, and Betborough spoke with by the Rodney off the Ifland of Ceylon 19th December, in her way from Bombay to Bengal.

No account of the Refolution. Captain Cooke of the Worcester dead, The following ships were left at Bengal, the 10th December;

Captain Weft in the Straights of Sunda learnt that five English thips were at Batavia, names not known; he left at China, the 12th of December, the following fhips, viz.

Montague, Yorke, Morte, Walpole, Houghton, Stormont, Lafcelles, General Coote, and Frances, to fail in two fleets; the first in three weeks after the Dutton, &c. a fecond in the fame distance of time after the first.

folicitude concerning the Prince of Orange and his family, and the reftoring of harmony and good understanding among the different members of the government were proofs of the King's wifdom and friendship to the States, but that the Regency of Amfterdam being obliged to abide by the fenfe of the majority of the faid State, they muft decline giving a positive answer, pledging themfelves in the mean time to fupport the juft preroga tives of the Stadtholder and the conftitutional rights of the people.

Comm. King with his fquadron failed from the Cape the 19th of March, and Sir R. Bic kerton with two fhips was to leave the Cape fhortly after the Commodore.

Cannanore taken without much lofs the 20th December, with great treasure.

Captain Jofeph Hall, of the Raymond Eaft Indiaman, died on his paffage home.

Utrecht, April 30. The government, and the whole provine, is in a flate which engages general attention and curiofity. The people appear unanimous for reforming the abufes, under which they have laboured for fo many years, Happily the magiftrates, aš greeing with the people, engage themselves to promote this falutary purpofe. They have iffued a publication, inviting all the citizens, burgeffes, and inhabitants, to propofe fuch plans and ideas as may feem proper for the re formation of government.

Hague, April 30. His Excellency Baron de Thuleneyer, Envoy Extraordinary from the King of Pruffia, prefented to the Regency of Amfterdam, a memorial fimilar to that laid by him before the States of Holland, recommending from his royal mafter a ftrenuous fupport of the dignity and perfon of the Stadtholder. The only answer he has received from the above Regency is that they were perfuaded of the King of Pruffia's good inten tions towards the republic, that his Majesty's
