The opening paragraph of subdivision 3 of section 5-a of the legislative law, as amended by chapter 51 of the laws of 1990, is amended to read as follows: Any member of either house of the legislature serving in a special capacity in a position set forth in the following schedule shall be paid the allowance set forth in such schedule only for the legislative term commencing January first, nineteen hundred [ninety-one] ninety-three and terminating December thirtyfirst, nineteen hundred [ninety-two] ninety-four: of § 7. This act shall take effect April 1, 1992, except that section five of this act shall take effect October 1, 1992 and section six this act shall take effect January 1, 1993. STATE OF NEW YORK-EXECUTIVE CHAMBER To the Assembly: April 6, 1992 I hereby transmit, pursuant to the provisions of Section 7 of Article IV and Section 4 of Article VII of the Constitution, a statement of items objected to and not approved, contained in Assembly Bill Number 9151-A, entitled: "AN ACT making appropriations for the support of government, to amend the legislative law, in relation to extending for a limited period certain provisions relating to allowances and to repeal article 5-A of the legislative law, relating to legislative expenditure review (LEGISLATIVE AND JUDICIARY BUDGET)" CHAPTER 51, Line Veto #1 Bill Page 40, line 18 through line 21, beginning with "; and" and ending with "section", inclusive NOT APPROVED THE JUDICIARY "; and (ii) for all other officers and employees of the courts, all judgments pursuant to section 20, chapter 860, laws of 1939, as amended, shall be paid from any funds expressly appropriated for the payment of judgments pursuant to such section" This language, to which I object and do not approve, would prohibit the payment of Court of Claims judgments relating to judicial employees from the moneys appropriated to the Judiciary in this bill. This language, which was not requested by the Judiciary in the bill which they proposed and which I submitted to the Legislature without revision, would shift $4.5 million in costs from the Judiciary Budget to the State Operations Budget.
