For services and expenses in implementing energy efficiency and conservation activities jointly with one or more electric and/or gas utilities, in accordance with voluntary, negotiated agreements which may be entered into with such utilities. Expenditures from this appropriation shall be paid from moneys received by the agency in accordance with such negotiated agreements. No funds shall be made from this appropriation until a plan has been approved by the director of the budget.
