For services and expenses related to the operation of educational opportunity centers including, but not limited to, necessary programs, services, and financial assistance, for educationally and economically disadvantaged adults, job opportunities
basic skills eligible adults, recipients of aid to families with dependent children (AFDC), and out-of-school youth who have attained the age of 16 years. Provided further that the state university of New York shall ensure that the educational opportunity centers provide funds for the purposes of establishing a BRIDGE program consistent with the federal requirements for the job opportunity and basic skills program (JOBS). For the purpose of this appropriation, the term "economically disadvantaged" shall be defined. as set forth in regulations promulgated by the state university
