this purpose shall be allocated subject to the

provisions of federal law and regulation as follows: $300,000 to the department of social services for a statewide media campaign to promote

increased participation in federal and state assistance programs

and to provide information regarding the food stamp hotline; $900,000 for transfer to the department of health for grants to community based organizations in accordance with chapter 820 of the laws of 1987.
