by such additional federal funds are fully committed, the 10 day time period shall be waived upon notification to the president pro tem of the senate and the speaker of the assembly. However, if such modification to the original allocations are due to interchange and are in an amount less than $5,000,000, a notice of such modifications shall be filed with the chairpersons of the senate finance committee and the assembly ways and means committee within 10 days of making such modification. Notwithstanding any other provision of law, up to $50,000 of this appropriation may be expended for obligations incurred prior to April 1, 1992.
No later than December 31, 1992 the department shall submit the annual update to its performance report on all residential and non-residential programs providing services to the state's homeless population. The update shall include but not be limited to the following
--an indication of the state agency responsible for providing, administering or supervising the provision of services;
--a description of the program which includes the statutory basis or authorization for the program;
--the amount of state, federal and local funds appropriated, committed and expended; and
--program accomplishments including units of service provided and number of individuals served.
The annual update shall be submitted to the governor with copies filed with the speaker of the assembly, the temporary president of the senate and the chairmen of the senate finance and assembly ways and means committees. Annual updates should include a summary of the changes that have taken place since the prior annual submission. The amount appropriated herein is net of transfers of up to $482,700 from the income maintenance administration program, general fund local assistance account, for operational management of the New York city welfare management system and a net of transfers of up to $2,000,000 from the income maintenance program, general fund local assistance account, for 50 percent of the non-federal share of the cost of department staff efforts to reduce state and local expenditures by increasing federal financial participation in claims made by a district for reimbursement.
