The foundation shall maintain within its treasury interest

income accounts which shall reflect and consist of all monies earned from investment of its funds. All earned interest derived from this appropriation shall be remitted quarterly to the general fund. Interest earned as a result of funds invested through and on behalf of the corporation for innovation development programs shall be

exempt from this requirement. The foundation shall submit to the director of the budget

for approval, no later than May 14, 1992, comprehensive financial plan for obligations incurred and expen

ditures to be made during the fiscal year. The foundation shall submit quarterly reports to the

director of the budget, and the chairmen of the senate finance and assembly ways and means committees showing funds encumbered and disbursed, by program. Such reports shall be in a format prescribed by and acceptable to the

director of the budget. The comptroller is hereby authorized and directed to de

posit such interest earnings to the credit of the general fund - state purposes account.

Any federal funds applicable to expenditures made as a

result of this appropriation may be made available to the department subject to the approval of the director

of the budget. The department shall submit an allocation plan for the

federal low income home energy assistance program for the 1992-93 federal fiscal year grant on or before August 15, 1992. Such a plan shall include but not be limited to the following categories: client cash benefits by recipient aid category; administrative expenses by state and local agencies; weatherization by agency; block grant transfers by agency and/or municipal entity. If such allocations are modified due to interchange, amounts carried over from prior years or subsequent federal allocations, a notice of such modification shall be filed with the chairpersons of the senate finance and the assembly ways and means committees 10 days prior to making such modification. Provided, however, if unanticipated federal funds become available and existing allocations in the categories that are to be increased
