Notwithstanding any law to the contrary, the comptroller is hereby authorized and directed to receive for deposit to the credit of the miscellaneous special revenue fund any revenues which, pursuant to law, are received by the agency for the purpose of funding expenditures as authorized by this miscellaneous special revenue fund appropriation.

The comptroller is further authorized and directed to loan money to this fund in accordance with the provisions set forth in section 1 of this act.
