Notwithstanding any law to the contrary,
penditures from the miscellaneous special
revenue fund appropriations, in an amount
not to exceed $453,400, and indirect costs
under the comptroller's statewide cost al-
location plan, shall be deemed expenses of
the commission on cable television within
the meaning of section 817 of the execu-
tive law and assessed accordingly.
The comptroller is hereby authorized and di-
rected to receive for deposit to the cred-
it of the miscellaneous special revenue
fund any revenues which, pursuant to
law,
are received by the agency for the purpose
of funding expenditures as authorized by
this appropriation.

administrative funds allocated for the supplemental nutrition assistance program, $60,000 shall be made available for the department to develop and coordinate, in consultation with the divisions of alcoholism and alcohol abuse and substance abuse services, a program of drug and alcohol abuse education for providers in the women, infants and children program. Such program shall incorporate education and training of WIC providers on the dangers of drug and alcohol abuse on the participant and her children, including crackcocaine addiction and fetal alcohol syndrome; development of related materials for dissemination among participants; and information and referral regarding available treatment services within each county.
