For services and expenses of the health care
advisory board for review of current
spending patterns for primary, acute, and
long term care and for the development of
recommendations on future spending priori-
ties and reforms of the existing health
care system. Notwithstanding any incon-
sistent provision of law or regulation
the contrary, the commissioner is autho-
rized to transfer to this account $331,000
from funds otherwise to be distributed in
accordance with subparagraph (ii) of para-
graph (f) of subdivision 19 of section
2807-c of the public health law, provided,
however, solely for purposes of the calcu-
lations pursuant to subdivisions (a), (b)
and (c) of section 11 of chapter 703 of
the laws of 1988, such reallocated funds
shall be deemed distributed in accordance
with subparagraph (ii) of paragraph (f) of
subdivision 19 of section 2807-c of the
public health law.

services and expenses of implementing and operating a statewide network of occupational health clinics for diagnostic, screening, treatment, referral, and education services. Funding shall be provided to not-for-profit organizations for operational expenses and purchase of equipment. Up to $318,700 may be used by the department to administer and coordinate grants to occupational health clinics and to develop operating standards and protocols for such clinics. In establishing such standards the department shall develop strategies for ensuring the maximization of third party revenues and the integration of existing health care providers and teaching institutions. shall also monitor occupation case reports from the clinics and other occupational health surveillance data for the state and will develop approaches to ensure appropriate preventive follow-up of occupational disease cases reported by the clinics. Notwithstanding any other provisions, expenditures from this appropriation shall be deemed an assessable expense of the workers' compensation board within the meaning of section 151 of the workers' compensation law.

siting and licensing of low-level radioactive waste disposal facilities consistent with the federal low-level radioactive waste policy act of 1980 and low-level radioactive waste policy amendments of 1985, pursuant to chapter 673 of the laws of 1986, as amended by chapters 368 and 913 of the laws of 1990 and to complete a study to examine existing on-site storage capacity of low-level radioactive waste generators, and the ability to enhance such capacity to permit storage for a minimum period of 10 years, and to investigate the economic viability of establishing a separate centralized storage facility for class A radioactive wastes as generated by hospitals, academic research and medical research

Notwithstanding any other provision of law,
this account is authorized to be the re-
pository of any money arising out of any
settlement between the state of New York
and EAD Metallurgical, Inc., et al. Such
funds, when and if deposited to the credit
of this account, shall be available for
services and expenses related to clean-
up of americium contamination related to
operation of the former EAD Metallurgical,
Inc. facility in the town of Tonawanda,
New York. Moneys deposited into this ac-
count shall only be spent pursuant to an
expenditure plan approved by the
