For services and expenses of the facilities
operation program related to those ar-
mories to be transferred to the office of
general services as surplus property in
the current fiscal year by the division of
military and naval affairs.
Notwithstanding any other provision of law,
the comptroller shall deposit
deposit into this
account proceeds from the sale of the sur-
plus armories and/or any revenues col-
lected from renting these armories to pub-
lic, governmental, or commercial entities
during the period of time that the office
of general services is the owner of record
of
these properties. As soon as practica-
ble after the sale of each armory, the of-
fice of general services shall certify to
the comptroller and the director of the
budget those actual costs incurred by the
facilities operation program for mainte-
nance, security, and other approved oper-
ating costs, up to and including the date
of the sale. Any balance in this account
over and above the amounts required to
reimburse the office of general services
for such costs shall be deposited to the
general fund.
The comptroller is hereby authorized and
directed to loan money to this account in
accordance with the provisions set forth
in section 1 of this act

For services and expenses of the facilities
operation program related to the operation
and maintenance of state employee and vis-
itor parking lots and garages.

Notwithstanding any law to the contrary, all
income received from employee and visitor
parking in state-owned and operated sur-
face lots and garages shall be deposited
by the state comptroller to the credit of
the parking services account in the mis-
cellaneous special revenue fund. The di-
rector of the budget shall not issue a
certificate of approval for such account
unless he has determined that funds cov-
ered by the certificate are receivable on
account or otherwise readily available for
payment. In the event that the balance of
the parking services account is inadequate
to meet the obligations to be paid there-
from, the director of
director of the budget will
review actual and projected expenses and
revenues to determine whether an employee
parking fee increase is required.

The comptroller is hereby authorized and
directed to loan money to this account in

transfer or sale of state-owned surplus property. The comptroller is hereby directed to deposit to the miscellaneous special revenue fund - land utilization account sufficient funds derived from revenues received from sales to private parties, to not-for-profit organizations or to other state governmental jurisdictions, or from interagency transfers, to cover operating expenses, but not to exceed the following schedule. Revenues collected by the office of general services from lease or rental or grant of easement for the use or Occupation of state-owned property shall be deposited as a miscellaneous receipt to the credit of the state's general fund effective April 1, 1992.
