is hereby authorized and directed to receive for deposit to the credit of miscellaneous special revenue fund 339 any revenues which, pursuant to law, are received by the agency for the purpose of funding expenditures as authorized by this appropriation.

For services and expenses related to the

collection and maximization of overdue non-tax revenues owed to the state. Notwithstanding any other provisions of law to the contrary, the comptroller is hereby authorized and directed to transfer to this account, subject to the limits of this appropriation, moneys deposited to any special revenue fund other and the general fund miscellaneous receipts account which, pursuant to law and guidelines to be promulgated by the director of the budget, were certified as in arrearage or otherwise uncollectible. The comptroller is further authorized and directed to loan money to this fund in accordance with the provisions set forth in section 1 of this act
