Notwithstanding the provisions of any general or special law, the moneys hereby appropriated shall be available for municipal solid waste management disbursements approved for municipal solid waste management projects in accordance with the following schedule as provided by section 51-0905 of the environmental conservation law upon the issuance of a certificate of approval of availability by the director of the division of the budget. A copy of such certificate shall be filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee.
