AID TO LOCALITIES - FEDERAL REAPPROPRIATIONS

DEPARTMENT OF MENTAL HYGIENE

For the grant period October 1, 1991 to September 30, 1992. Notwithstanding any other provision of law, the funds herein appropriated may be obligated for program activities through September 30, 1993, subject to the approval of the director of the budget, according to the following:

For services and expenses: Related to community support services rendered by local governments and voluntary agencies which shall be reimbursed at the rate of 100 percent of the approved net deficit of such programs. The moneys hereby appropriated are available to reimburse or advance to localities and voluntary agencies for expenditures made or to be made pursuant to program and expenditure plans submitted to and approved by the director of the budget. In counties where the commissioner has not approved a plan for local government management of community support services and in circumstances otherwise authorized by the commissioner, services and expenses shall be reimbursed pursuant to agreements with local governments and voluntary agencies providing community support services ... 1,059,000 .. By chapter 53, section 1, of the laws of 1991:

For special services and expenses of prevention, intervention and treatment programs provided by the ADAMH block grant.

Notwithstanding any inconsistent provision of law, up to $1,952,902 shall be allocated for projects transferred in from the task force on integrated projects.

Notwithstanding

any inconsistent provision of law, up to 5 percent of this appropriation may be transferred to the state operations budget of the division for administrative expenses including associated fringe benefits associated with the federal block grant.

The amount available shall be apportioned in accordance with a plan approved by the agency head and the director of the budget. For the grant period October 1, 1991 to September 30, 1992 ... 5,290,000. (re. $5,290,000)

By chapter 53, section 1, of the laws of 1990, as amended by chapter 947, section 2, of the laws of 1990:

For special services and expenses of prevention, intervention and treatment programs provided by the ADAMH block grant. Notwithstanding any inconsistent provision of law, up to $460,000 of the funds hereby appropriated may be transferred to the state operations budget of the division of alcoholism and alcohol abuse for administrative and support services associated with the federal block grant.

The amount available shall be apportioned in accordance with a plan approved by the agency head and the director of the budget with copies to the chairmen of the senate finance and assembly ways and means committees.

Federal Parks and Recreation Land and Water Conservation Fund Account

For services and expenses related to grants from the federal bureau of outdoor recreation including acquisition, development and rehabilitation of municipal park lands and facilities. Expenditures of this appropriation shall be limited to not more than 50 percent of new Federal Land and Water Conservation Fund grants received for this period. Penalties incurred by New York state, due to a municipality's failure to comply with federal expenditure deadlines, will be deducted from Federal Land and Water Conservation Fund grants awarded to that municipality:
