report semi-annually, on September 1 and on March 1, summarizing the
status of the contract and the progress of the audit authorized by
this appropriation including, but not limited to, the defined scope
of work, the schedule of work, and any preliminary findings. Copies

By chapter 53, section 1, of the laws of 1985, as amended by chapter 53, section 2, of the laws of 1987: Notwithstanding any other provisions of law for contractual services for the purpose of auditing and examining the accounts, books, records, documents and papers of the private transportation operators serving primarily outside of the New York metropolitan area when the commissioner deems such audits necessary. By chapter 53, section 1, of the laws of 1990: The sum of $4,000,000, or so much thereof as shall be available and necessary, is hereby appropriated from the Niagara frontier transportation authority light rail rapid transit special assistance fund to the department of transportation pursuant to section 88-c of the state finance law solely for the payment of operating and capital costs, including debt service and provision of any reserve requirement thereof, of the Niagara frontier transportation authority related to the Buffalo light rail rapid transit system for the period April 1, 1990 to March 31, 1991.

Payments pursuant to this appropriation shall be made in the manner prescribed by section 88-c of the state finance law provided, however, that no part of this appropriation shall be available until a certificate of approval of availability for so much as is available and necessary to accomplish the purposes of this appropriation shall have been issued by the director of the budget, and a copy filed with the state comptroller, the chairperson of the senate finance committee and the chairperson of the assembly ways and means committee. Such certificate may be amended from time to time by the director of the budget and a copy of each such amendment shall be filed in the same manner as the original certificate 4,000,000 ..
